The Dori Slosberg and Katie Marchetti Safety Belt Law, House Bill 1, has passed the first House Committee on March 4, 2009. The Bill would make failure to wear a seat belt a primary offense, thus allowing police to pull over adult drivers solely for not wearing their seat belts. If it becomes law, the Bill would go into effect on June 30, 2009.
The Roads, Bridges and Ports Policy Committee voted in favor of the bill, sponsored by Rep. Glorioso and Senator Rich, by a vote of 18 to 2. Having passed the House Roads, Bridges & Ports Policy Committee, the proposed Bill is now in the House Economic Development & Community Affairs Policy Committee.
Representative Irv Slosberg, who left the Florida Legislature in 2006, tried to have a similar bill passed before. While he succeeded in getting primary enforcement of seat belt law for drivers under 18, failure to wear a seat belt for those over 18 has remained a secondary offense in Florida. Rep. Slosberg’s daughter, Dori Slosberg, in whose name the present Bill is called, was killed in a deadly crash in which she was not wearing a seat belt.
