On March 9, 2009, concerned with the fatigue of truck drivers behind the wheel, the Advocates for Highway and Auto Safety, the Public Citizen, the Teamsters, and the Truck Safety Coalition filed a petition at the U.S. Court of Appeals for the District of Columbia Circuit, asking it to review the Federal Motor Carrier Safety Administration hours of service rule (HOS). The HOS rule establishes the number of hours the truck drivers can spend behind the wheel. Challenged several times in court, the revised rule went into effect on January 19, 2009.
The controversial rule allows the truck drivers to drive for 11 hours straight. The rule was first issued in 2003. Previously, the truck drivers could only drive 10 hours straight.
Calling the HOS rule "a dangerous Bush-era regulation that increased the amount of time truck drivers can spend behind the wheel," the coalition which challenges the HOS argues that the rule presents a danger to the public. According to the coalition, the rule affects the health and safety of both the truck drivers and the general public.
