
The City of Taramac, located in South Florida, is currently pushing legislation that imposes stricter penalties on owners of dogs that bite.
Under the proposed ordinance, an owner would be liable (legally responsible) for any breed of dog that bites another dog or human and causes severe injury or death. After the first dog bite incident, the owner of such an aggressive dog would be required to register the dog, muzzle it, and retain liability insurance with $500,000 in coverage. After the second dog bite incident, the owner would not be required to put the dog down; however, the owner would not be allowed to keep the dog in the City of Taramac.
Taramac's current regulation targets specific, aggressive breeds by requiring that such dogs be securely enclosed and be insured by their owners for $1,000,000 in liability coverage. Additionally, owners of pit bulls must register their dog with Taramac, regardless of whether the dog has an aggressive history.
While the State of Florida began prohibiting the regulation of specific breeds in 1990, the City of Taramac's current ordinance is grandfathered in because it was passed before 1990. However, the Taramac's proposed ordinance does not target specific breeds, in accordance with the State of Florida's ban, but rather targets dogs by their behavioral history. The City hopes that such a classification will reduce the likelihood of dog bites while fairly regulating dog owners.
